Why the Clan Reputation System Even Exists

The #1 main reason, to prevent bad, inactive RPers from getting high ranked cats, such as leader or deputy. Obviously active, good RPers will easily gain high clan reputation and quickly get a high role, while those who rarely visit this site, won't. If you come on maybe once every 2 weeks and you usually just make a one sentence post and barely do anything, then you're not getting a high rank. Simple as that.
